Treatment Facility Upgrades

In 2019, the Town of Barre was approached by the Town of Hardwick about accepting flow from the sewer service area associated with Hardwick’s Wheelwright Water Pollution Control Facility (WPCF). Conceptual level project costs were developed for decommissioning the Wheelwright WPCF, constructing a new pump station and force main to the Barre WWTF, and upgrading the Barre WWTF. The total Opinion of Probable Project Cost (OPC) was $33 million of which $20 million was allotted to upgrading the Barre WWTF. The proposed funding for the project was a combination of grants and loans from USDA Rural Development. Ultimately, Hardwick decided not to move forward with the connection. Although this project is not moving forward, it highlighted some of the challenges the WWTF currently faces, including aging equipment and systems. Additionally, there are some operational challenges that compromise performance, increase operations and maintenance, and impede the operators’ ability to collect accurate data for process control.

The needs were identified and a preliminary engineering report was completed through the engineering firm Woodard & Curran. With an estimated project cost of $7,750,000 that was reduced to $6,800,000 and an anticipated 40% grant, USDA required the Town to vote on the spending commitment in order to fully research and secure funding (Loan vs Grant). This vote was done at a Special Town meeting on March 15^th, 2022. Unfortunately we were only able to secure a grant of 12% so the project was reduced to the bare necessities. The Department was awarded a low interest loan for $4,000,000 with a grant of $520,000 for a total project cost of $4,520,000. Preliminary designs are scheduled for February of 2023.

BARRE MA–WWTF UPGRADES LEGAL NOTICE

Town of Barre, MA (Owner) invites sealed Bids for WWTF Upgrades for upgrades to the wastewater treatment facility including a new headworks structure, oxidation ditch structural repairs, and new clarifier mechanisms. Substantial Completion: within 365 days. Final Completion: within 390 days. Bidding is per MGL Chapter 149 s44A-J. Prevailing wage rates per MGL c149 s26 to 27D inclusive issued by Dept. of Labor Standards apply.
